Stalled out an won't start up

I've had my 91 wagon for 3 days now, I've put a grand total of 17 miles on it and it's already acting up. I was going down the highway, 5th gear at 55 and slowing for an upcoming bend and the motor stalled out it's the stock d15b2. I found a blown fuse for the battery, don't think it's related. When I had a buddy try to start it I noticed because we were taking things apart to check that when he hit the gas pedal the throtle didn't move. Upon further investigation there's 2 of the (and I don't know the actual name) butterfly's or whatever the round thing that moves to let the air in, but I could move them by hand, is the top one not supposed to move? And the bottom one should have, I didn't think to look under while he hit the pedal. Could this remotely be my problem? Any advice or help would be awesome as my wagon is on the side of the highway right now I'll be going back to get it today as long as I can find a tow but I'd love to find out what the problem is and if it's a cheap easy of free fix I'll drive it home.
Also should there be something conecting the 2 butterfly's as one opens the other should too? Or are they their own system, how's all that work in there

Have you checked for spark? Main relays and distributors are notorious for failing. Also check your timing belt..?
If you got spark check for fuel. Can you hear the fuel pump prime? If not it could be the main relay or a failed fuel pump.
One way to check the main relay is when you turn the key to the "on" position, and the lights in the gauge cluster come on, do you hear a clicking sound in the dash when the check engine light turns off?
