Sorry for a new thread, the original may have been locked prematurely. The symptoms sound more like a frozen e-brake. If that is the case, make sure the e-brake is released, then jack up each side of the car (one at a time), remove the rear wheel and pound on the brake drum (without breaking it) until you hear a pop. You may have to apply heat to the drum. It's happened to me before (both Hondas and VWs).

edit: When you jack the wheel up, if you can turn it (even a little), the brake is not frozen. Check the other side.
