Service Connector Jumper Not working! HELP!!

So I am trying to reset the timing on my 91 wagon with a mpfi swap and a pm6 ecu and I can not get the service connector to work.
I have jumped it with both a paperclip and a wire and no check engine light comes on and the ignition timing doesn't change when jumped so not sure what could be the issue or why its not working??!
Any help would be greatly appreciated!
