NuBee 1985 1.5 Carb question

I am in California.
I just bought a 1985 1.5 AWD 5spd wagon for my son. It had been used on a ranch for about 10 years, not even registered for 9 and not run at all the last 3. It has 135K miles and in overall good shape. (Except for 2 broken windows I have fixed)
Naturally, sitting for a long time, the gas was bad. I have cleaned the tank, changed belts, hoses, plugs, etc...
The Carb mounting flange is toast and leaks badly, so I need a new one. I have to take the carb apart to clean it,, might as well do the rebuild and get rid of all the crud and varnish in there. (My local "Toy Store" repair shop, which does Hondas & Toyotas, won't even touch a carb anymore)
So, where do I get the best and most complete carb rebuild kit from? Kind of scared about what I see on ebay. I wish I could replace it with a Weber, but CA. sucks. New carbs are prohibitive. Would it be better to do the kit of just buy a rebuilt one from a carb place?
After the carb and after I pass smog, (fingers crossed), shocks.
