Help Please(code 20 ELD prob on mod eng)

Alrighty, It's been alwhile since I've been on but just got done moving across states. From SoCal to Idaho. Anyways, my wagon made it up here no problem but now I'm getting frustrated trying to fix it. I'm throwing Code 20, ELD Code. From what I've read the ELD can be fixed by replacing the underhood fuse box, I tried that and it's still throwing that code. I also tried changing the ECU but nothing. This problem has been bugging me worse than any other problem any/all my other cars have given me. I have a 89 Wagon with the D15b converted to Multi-Point fuel injection. Running a PM6 ECU basic bolt-ons ZC pistons, A6 Cam and a Y8 Cam Gear. Can someone PLEASE HELP ME!? Any suggestions on what the problem can be? Anything will be helpful. Thanks

    Have you done a charging system check? What is the voltage at the battery with the car running? What amperage is the alternator putting out under load? Any other symptoms such as dimming lights, etc... Try to isolate the cause first by eliminating the alternator/voltage regulator as a possible cause.

    The battery was drained by whatever the problem is. It doesn't run right now but when I get it going I'll do that. Thank you.
