Tach seems to be off 750 rpm

ever since i washed my engine bay like 6 months ago my tach has gone "off course". it is about 750 rpms off. when the car idles, it shows the revs at zero. if i rev it up anything past idle it works just fine (well, not really since it is still off by 750).

i cannot figure it out. hence, me finally asking lol

i have changed out the dizzy with a spare thinking that might be the problem, but it wasnt.

i guess an obvious answer might be the tach i nthe gauge cluster itself is messed up, but im not sure how that would be, since it works all other times. like i said, this started immediately after i washed my engine bay.

any thoughts?

    Is it a linear fault?

    i.e. is rev limit still in the same place or is it just the lower scale thats out?
