Eastwood makes a fender finisher tool that allows you to pull/flare front fenders.

The OP doesn't want to pull or roll his fenders. I have that same exact tool and it will allow you to roll all your fender wells not just the front. Rolled and pulled all my fenders (front and back) on my wagon but it wasn't enough to clear my wheels.

ragenasian Would you happen to have a pictures of this pull or roll tool...??

Yep that is the exact one I have. It does a good job and I have had good success with it and a heat gun but my wheels required a bit more than the tool could give. If all you need to do is roll that inner fender lip then it will do a good job, much better than the baseball bat in the fender well (which I have done as well  ).
