Daytime Running lights in a canadian 91 Civic Si?

but idk how to get them to work....so if you know anything about them lmk

Goto the bottom & click on the Shop manual link(hopefully it still works).
It should help you diagnosis ur prob.

DRL cannot be turned off. they come on when the ignition is at "ON"

Was your car built for US market or Canadian Market? They were all built in Alliston, Ontario, so even though it says "made in Canada" doesn't mean it's a Canadian market car. DRLs were Canadian market only. I'm not 100% that what you see there in the pic is actually the DRL resistor pack. I'm pretty sure it was on the driver's side shock tower, right next to the injector resistor pack.

car was built for canadian market. speedo is in km, no ac option, seatbelts on the pillar. its a weird car. i just want them to work

fuse has been checked......car only has 175k km.........completely stock...this is the first problem ive encountered

everytime its cold outside in the morning i turn my lights on when i start my car and the headlights on....but only the heallights come on. no taillights or front corners or dash lights...till it warms up a little inside or till i hit the running lights relay...this only happens when the car has been sitting a while..is it possible that this relay is causing this whole problem?

also almost everytime i turn them on the car chokes and the check engine light comes on very briefly then goes away. the car runs perfect before and after this happens

Sounds like a bad ground to me. Don't ask me where, but that behaviour sounds familiar.

did you check the fuses under the hood?

all fuses underhood and underdash are good
