Where are the potentially weak spots on break light wire?

Keep blowing a fuse for my tail lights. It could be water - seeing how it's raining a bunch atm in Texas.
I looked by the hatch, and the black wire protector is cut, but the wires inside appeared to be clean and undamaged. Wondering if there's other quick spots to check.
I do know my horn doesn't work, and they appear to share a circuit.
They use 20amp fuses under the hood right? While I was searching PickNPulls I pulled like a hundred 20 amp fuses, to keep replacing them, hehehe.
Anyway, was wondering where the common electrical flaws are that would cause the fuses to blow... Search the easy well known stuff first I guess.
-Should I just start with disassembling the horn?

If that black sheath at the RH hatch hinge is broken, check at the hatch harness plug to see if it's full of water. It's next to the RH taillight, clipped to the inside of the body behind the plastics. As a way to isolate, unplug the entire hatch and see if the fuse still blows. You can do the same with each taillight.

I found them both burnt out today. Replaced them and the fuse still blew.
BUT, the bulbs inside were single filament bulbs. I replaced them with 921s? I think. That's what I was told to do.
I looked at the sockets and they looked like they might be meant for dual filament bulbs.
On my accord they gave me single filament bulbs once and they blew quickly b/c the tail lights are meant for dual filaments I guess.
Uhm... Here. I made you a picture because my camera is dead and my phone takes horrible pictures.
I made the wires white cuz I'm unsure of the real colors atm.
Anyway, there appears to be lots of brown corrosion like stuff on the wires right above the fuse... Sound right?
Not sure what it is. It's kind of goopy. Could this be carrying a current across the wires? Or do these wires not even run the power for lights?
If so, shouldn't it be blowing the other fuses too?
Anyway, I unplugged each individual light in the back from their clip on adapters behind the panels. The fuse still blows.
Unsure what to do next.
Is the fuse blowing w/o touching the brake pdl?
Is it fuse #35 that's blowing?
Test the 2 terminals of fuse #35 socket to see if u get 12 volts W/O touching the hornbutton & brake pdl?
Try disconnecting the connector @ the brake pdl switch to see if this stops the blowing?
Try those 1st b4 we continue.
BUT, I unplugged the brake pedal, and the fuse still blows.
Also I don't see any numbering around the fuses. The fuse itself is a 25A I think... But I don't see a #35 anywhere- not on the lid of the fuse box either...
Here's a REAL picture.
The picture is of lame quality (wife's camera phone), but you can kind of see the brown stuff I was talking about to the left of the fuses.
I'll be off to get a light tester here in a bit.
Track the probably whi/grn wire from the fuse to switch and the horn.The short is in one of these 2 legs.

I propped my LED light tester into the "pedal switch" side of the fuse socket (Not the power side). I let the car run, pressed the brake pedal, pushed the clutch, throttled, the car, windshield wipers, head lights, everything trying to see if the light would ground out.
I figured, I'd go look for the horn wire (even though the horn is unplugged at the wheel).
I found a horn on the driver side of the car, but there was a beat up orange(Black stripe) wire. It was cut on one end. So I pulled it out, as I pulled it I followed to see where it was connected (leading towards the passenger side), I jiggled the orange wire, and the LED test light started flashing. (With the clip end of the LED on my + battery terminal.)
I kept jiggling it, eventually I found 2 other unplugged wires. A white(green line), and a blue(red line) wire. They had ends on them as if they plugged into something.
I grounded one of them out, and sure enough it turned the LED light on. I crimped a plastic coated end over the metal plugs of both wires.
I played with the orange(black) wire for a bit, turns out, it's somehow connected to the blinker lights... I touched my LED light to it, and it flashes at the OPPOSITE pulse that my passenger side blinker flashes.
I crimped an end on the orange(black) wire too.
So.... Any idea what the Orange(black) and the white(green line), and a blue(red line) wires do?
Could this be the same white(green) wires as the horn you mentioned SI?
There was no horn on the passenger side of the wagon.
The Blu/red is the ground side of the horn.It goes to the horn switch.

At the bottom of the first posting you can down load a electrical schematic for a CRX(most wiring is the same as Wagon) and other fun stuff like heated seats,daytime running lites,etc.Maybe you'll find out what that ora/blk wires for?
I had downloaded the schematics for it before. Took forever to search it in a PDF seeing how "find" or "search" features doesn't work there b/c it's not real text.
I didn't find anything. Instead, today at lunch I spent a good amount of time opening those wire protectors and tracing the orange/black down. It hopped through my firewall and into a small black box behind the dash (behind the stereo area). I didn't dismount the box, I assume it was an alarm, seeing how I have something hanging off my battery with 2 fuses. (Stupid for not questioning it before, I know).
Anyway, it's fully disabled at the moment, as far as I know at least.
I used to install car stereos and EFs in general have this problem occur prety often...
I even had it on my wagon...
Check your radio wiring... (you have an aftermarket radio right?)
I know your thinking WTF?
The dam wires like to rub on the metal shelf that Honda put back there and you are having a gounding issue.
The Dimmer wire which no one actually uses on an aftermarket radio just likes to wonder around back there & it is off the same circut as your tail lights... Make sure all your wires look good and none are pinched or rubbing.. I would tape wrap all the wires to be safe..
Make sure you reach up behind the center console and pull back ALL of the wires so none get pinched.
It really is the damdess thing when you install someones radio and they come back saying you mesed up thier tail lights...
