88 d15b2 high idle and surging after timing belt change

Like the title says, I replaced the timing belt, water pump, multiple seals, cap, rotor, wires and spark plugs. Put it all back together and now it's idling high and surging. Other than that it's running very well. It was not doing this before. I've cleaned the iacv. Everything else seems to be hooked up properly. I do have one extra bolt. It's a rather larger bolt with an Allen head on it. I have no idea where it came from on the motor/engine bay?

Does anyone have any idea of where my problem could lie? Help would be greatly appreciated. I have also done many searches on the subject.
