"stretching" top hats?

So Ive seen this done on a few cars now and Im wondering if i would make a lowered/stanced car ride smoother on stock struts? I currently have stock struts with 2 piece coilovers and one of my problems is the ride is just way bumpy and stiff. this could be due t the fact that im on bump stops in the back but if I were to stretch my top hats It seems like the logical conclusion would be a smoother ride. Anybody have any opinions on this?
oh and I would have it welded by a professional just to clarify

    "extended" top hats is the term you might want to use in your searching. You can make them or buy them on eBay.
