Mystery wire hooked to my battery... Can you help me identify it?

In my 1991 wagon, I found a mystery wire that is connected to a fused harness that is not in my 1989. Can you please help tell me if this is oem or some bad wiring job...

    My 91 RT has the same thing. Pretty sure its OEM....or we have matching cars. hahhaha

    i was under the impression 88-89 had manual belts and they werent offered til 90-91 i agree thats what it is because i know thats what it is, but im curious what year car he has

    Yup only 90 91 had these. Daaaaang I wish I had that pos cable! I have 91 and all is intact EXCEPT the lug to battery-it has been cut off and cannot find a replacement lug with same orientation allowing it to be hooked up properly with the extra seat belt wires.
