little to no brake pedal

Recently, I changed the master cylinder and brake booster on my 89 honda civic wagon, along with both rear wheel cylinders. I bench bled the master cylinder and installed. made the adjustment to the pushrod too. Now when I go to bleed the brakes, I get some pedal after bleeding the right rear, then more after bleeding the left front... then when I get to the left rear, it loses all the pedal that has been gained. It won't raise the pedal no matter how much you pump it. The only way I get pedal is to go back to the right rear and bleed that one a couple times, then I have pedal again. When I go to bleed the left rear again ....I lose all the pedal again after opening the bleeder valve once.
I have fluid in the resevoir
I am following the sequence in the Factory Honda Shop Manual, which states RR, LF, LR, RF
I have used a brake bleeder vacumm pump to pull some fluid and air out of the lines.
I have clean new fluid coming from all bleeder valves
Could it be the proportioning valve?

after racking my brain for days, I finally decided to pull the rear drums and check the adjusters. I found that 1 adjuster was stuck and I had to pull apart the brake system and rework the adjuster with a little lube. couple drops. then pulled the other side and did the same. Now they actually adjust, like the helms manual says they will, after you pump the brakes a few times. I gained some pedal, but was still not quite sure. I went out to the shipping container, where I have another wagon stored, and fired it up and compared the brakes. The new overhaul feels fairly close to the old system that I've never had problems with. I put the rear wheels on, made some adjustments to the pedal height and went for a spin around my parking lot. The brakes do work, quite well. I suppose I was just questioning myself since I hadn't driven the wagon in over a year.
