89 Wagon Civic cigarette 12V and clock not working

that wire looks melted, would of been caused by a short circuit cover it up with electrical tape and also cut the bare ends off and individually tape each wire off OR install a radio nicely. re check all of the fuses, there could be one missing. Make sure noone has wrapped a wire across any of the fuses. If there is a problem that will cause wires to melt and possibly destroy a loom or set the car on fire.

    Check that cig. lighter harness you're holding for 12 vdc.Check cig. lighter with ohm meter to make sure it's open(no pwr flowing.If you have 12 vdc & open circuit.Plug the harness together.Cig .lighter is good .

    That red/blk wire that's taped up might be for clock.Check it for 12vdc when the parking lites are on.

    Unplug clock.Put neg. dc pwr test probe(test meter) on the blk wire.Now touch the pos(red) test probe to the yel, then the whi/blu wire.Both should have 12vdc.Test the red/blk wire for 12vdc when prking lites on.Should have 12vdc too unless it's that taped up loose wire from earlier.
