Need some AC help, safety valve on compressor

OK, quick bg - My 1991 RT4WD got smoked in december by some kids in a stolen car.
I've replaced it with a 1991 Civic Si.
I just spent the day fixing the blower, went to charge the AC, and no sooner does the compressor kick on than r134a begins blowing out a little valve on the exahust manifold side of the compressor. There is/was no r134a in the system when I began. I assume it is the safety valve. Is it shot? As I said, there is/was no preassure on the system. can I replace the valve? Can I do it without removing the compressor?
Or can I just plug it up some way? [wishing there, I know]
BTW - it's the compressor with both hoses on the top next to each other.
