Need some AC help, safety valve on compressor

OK, quick bg - My 1991 RT4WD got smoked in december by some kids in a stolen car.
I've replaced it with a 1991 Civic Si.
I just spent the day fixing the blower, went to charge the AC, and no sooner does the compressor kick on than r134a begins blowing out a little valve on the exahust manifold side of the compressor. There is/was no r134a in the system when I began. I assume it is the safety valve. Is it shot? As I said, there is/was no preassure on the system. can I replace the valve? Can I do it without removing the compressor?
Or can I just plug it up some way? [wishing there, I know]
BTW - it's the compressor with both hoses on the top next to each other.

It's called a high pressure relief valve it's suppose to blow if your pressure is too high. What are the readings on the a/c gauges when it blew? If you don't have reading it will be hard for me to help but it could be over charged, restriction, or condenser fan inop. Let me know.
