1990 RT4WD Failed Emissions

I am in WA state has failed twice now.
I changed plugs (NGK 5632 BCPR6E-11), oil (Castrol), oil filter (Wix) and wires (Bosch) between the first and second test.
Car has 230k, runs strong does smoke.
Has aftermarket header and exhaust
No CEL
What needs to be fixed? or what is causing to fail

Read up.
It could be the CAT since you said you're Smokin.Oil& high HC kills CATs.If you need a CAT.There's a shop on Ebay selling brand new ones for $170.
:arrow: If you're buying a new CAT.Make sure it's a CARB approved.The cheapie $100 or less CATs(hi flow too.) only last about a month.The aftmrk CARB CATs are required by California LAW to last I think 5-7 years.
This may help a little bit.Remove the Cap & use a screwdriver & scrape off the white corrosion off the inside cap terminals(4).I always do this just b4 going to the smog station.Check to make sure your rotor is the newer rotor with fins that prevent sparks from arcing below.It looks round with fins that look like sliced pie.Older rotors don't have these fins.Make sure there is a shield below the rotor that prevents arcing to the lower area(where the ignitor is) below the rotor.Mechanics remove these for some stupid reason.
Hc's = unburnt fuel
If black smoke try a o2, a tune up and check your timing. If blue u may be in trouble. Good luck.
