DOHC ZC Retarded Timing

I swapped a DOHC ZC into my wagon a few months ago. I had all sorts of problems with code 9 (cps) and tried all sorts of different cam timing adjustments to get it right and still couldn't get it. Then I finally got a new distributor (cheapo) after someone on here recommended it and wow no more code 9 and the car runs a lot better. But I now can't get the ignition timing right. With the dizzy rotated all the way towards the firewall (fully advanced?) my timing marks still falls a little ways to the left of the sites on my timing cover (I am timing using the three lines on the pulley not the tdc mark). The engine runs but doesn't have the power I thought it should and definitely seems to have some pretty nasty stink coming out of the tail pipe.
When setting the ignition timing I have the timing jumper connected (the little yellow plug) and i'm using an old school put it in line with the plug timing light that worked just fine timing my 22RE in my toyota pickup.
I've read a bunch of threads on various forums around the internet and have found other people that have had this problem but have never seen a solution.
Some possibilities I've found are:
1) cam timing is off. I am going to pull my timing cover tonight and double check this but I am fairly certain my cam timing is dead on after all my experiments with it a few months ago.
2) crank could actually be a whole revolution off. Meaning that I'm sparking on "the exhaust stroke" I don't think this could possibly have happened and even if it did I'm not so convinced that it would actually make any difference on ignition timing. But someone over on ZCR said that they had the problem I'm having and the car ran just like I'm describing but doing this fixed it....
3) My new cheapo distributor is junk and out of spec and I need to buy a more expensive one to get the thing to work right. I hope this isn't the option cause dizzy's are expensive.

So i dunno if it's just the cheapo distributor or something else weird going on but I can get it timed correctly now so I guess it's "fixed"
