Way to much gas no start, no air? i got spark

i have a 1981 honda wagon , and heres my problem! i replaced all vacuum lines, rotor and cap, filters, air and fuel, but if i hit the gas my carb plate at the bottom stays shut? should this open up? basically i have tons of gas dumping into the carb, but its fills all the way up? its the an air screw of some sort on these years? um heres the best way to describe whats happening, if i try and start it, it cranks and cranks, but if i push the gas pedal all the way down to the ground and hold it when starting it, it will chug chug chug and then die out. but i have to hold the key on for awhile. i know its bad for my starter but its a new starter and im so frustrated with this damn wagon now! also if i keep trying to start it, there is a canister with two gas lines going to it, this will flow gas out the line that hangs down? hmm weird huh! im getting spark i know that, the timing is fine. my rotor is spinning. im stumped ! i need some help~! someone told me the carb may be clogged ? its got 200k miles on the car? before it started this problem is wouldnt go faster then 35mph! if i would push the gas pedal further in it would go slower lol.....is my carb completely shot? should i just roll over and shoot the thing!! its crazy cuz it feels like its not getting any air for some reason? i know im getting gas and spark and compression... but its seriously killing me! i want to get this thing running good again. before it died, i also used carb cleaner in it, and it ran alot better,....but after an hour or two of sitting it was a slow beast again. please please please help me out!!
