That isn't a whole lot of rust. Mine was about the same. Little sheet metal and some rust proofing products to prevent (rather slow it down) more rust and you are good to go.
thats about as good as you can hope for as far as rust goes. Pretty easy to cut that out and weld in new panel. consider yourself lucking its not worse.
To answer your question i cut it out and welded in patch pieces
then smoothed them over with a Product called All Metal Filler
as i can't stand Bondo. Then used a syringe with POR 15 in it
and sealed anything i could get too. Then made a special nozzle
that is about 16in long to spray into the body panel access holes
anywhere around the repaired area. Done except paint !
