How fast does RPMs have to bounce to be considered surging?

I have bouncing idle RPMs. But it's slow. Goes up for 3 seconds, and drops down for a second only to bounce back up at 750-1k.

Thought about trying it... But it makes "surging" sound like really fast bouncing RPMs... Mine are slowly going up and down.

    Cleaning the idle control valve can help. Did you check for possible vacuum leaks? A vacuum leak can cause those symptoms also. Trying spraying the intake manifold with brake parts cleaner(around all gaskets,hoses and seals) and see if the idle changes. A stumble would indicate a vacuum leak. Use the parts cleaner spray to help pin point the exact cause of the leak. If no vacuum leaks are present then go for the idle valve cleaning.
