  Check and make sure your idle is set right and that your timing is ok.

  i think i actually solved the problem..
  
  i adjusted the screw on the side of the throttle body and it seemed to be a whole lot better

  Yeah that will do it but you need to do it the right way. Unplug the IACV on the back of the IM then start the car and adjust it to about 750 rpm. Actually I think you need to put a load on the electrical when you do this so turn on the lights and then adjust it to 750 rpm. Turn the car off, plug the IACV back in and remove the hazard fuse in the engine compartment fuse box(resets the ECU) for 10 seconds or so then restart the car and enjoy!!!

  yeah man i picked up that trick about a year ago from a buddie of mine, my idle was all out of whack and that did the trick.

  Yeah it irks me real bad when I see those riced out civics driving around with that whistle when the step on the gas. Just adjust your damn idle already LOL !!!!
