arrgh need help. engine is back in the car but wont

i finally got the engine back in the car but it wont turn over.
as far as i can tell all the wires are connected and all the hose are all in.
when i turn the key it will try to turn over but one stay on after i release the key. i can keep the key turned but all that is happening is the starter will just turn the engine but it wont start up..
here are the list of mods other then that its stock and it was working when i tore down the engine.
greddy emanage.
greddy turbo.
these are what was added when i tore it down:
new pistons.
new rods.
new valves.
new springs.
new retainers.
sleeved.
ported and polished.
new spark plugs, gapped.
new spark plug wires.
basically everything else was just plugged back in and all the hoses just pluged back in too.
the car lights up and if i leave the key in ignition, no cel comes up.
all the normal red lights stay on.
not sure whats the problem?

i am to check the timing setting.
im supposed to look fo the tick marks on the gear i think. anyone know how to do timing adjustments?
fuel. i can smell and see fuel comming out of the fuel filter area.
not sure if that is good enough.
after i tried to crank it, i noticed on the brand new spark plugs, there are black residue. does that mean there is fuel going in? i assume there is spark cause the obvious. just not sure if the fuel is getting in.
as for timing. i have been told that it might not be done correctly.
got a few questions.
the engine is back in the car now. do i need to still take off the bottom cover just to check to see if the timing is correct?
i do know ill need it off if i need to adjust it.
when i do need to adjust it. is there a link to somewhere i can learn how to do it?
i have heard i need to find marks on the cam and pulley gear.
the problem is that i have the aftermarket cam gear from unorthodox racing. so i dont know where the marks are at?
on the bottom pulley where is the marks on that large round crank pulley?
all i know is that i need to keep everything top dead center with the belt off first. then keep it tdc while i reinstall the belt.
its the other part of the procedure im not sure.
main question i have. with the timing off, will that actually keep the engine from actually turning over and staying on? it seems to try to crank but it just wont start up?
Yes, it could keep the engine from running but still be fine as far as turning over. See the pic for timing it up, should be pretty self explanatory.
i called the shop and he told me he personally did the timing. that it was perfect.
as it turns out the timing was off.
i was able to get it corrected with a buddy who came over to help me out.
it finally runs.
thank god.
