My '91 wagon doesn't have A/C. Neither does my boyfriends' '91 RT4WD. Maybe different market areas had different options. Here in Wisconsin, a lot of people don't care much about A/C.
getting a car that comes up with out amenities that are normal for your area are called grey market. grey market is when certain areas came up short for certain models and those models may have been shipped in from a foreign areas.you have to check the chassis codes and that will tell you where the car is from
I have a 91 fwd that has a 4 spd manual transmission DPI.
It seams that wagons did not ever come with 4spds so I would think the engine and transmission has been swapped from something else?
The engine is stamped D15B so not sure which engine model I have either trying to figure it out so any help would be appreciated!
If the stamp only says 'D15B' then that sounds more like a JDM longblock with maybe the USDM D15B2 intake, electrics... but not 100% on that.
I think you are correct on this from what I have seen just wanted to double check since I am learning all this as I go.

just take a look in the 90-91 canadian brochure and try to find the RT4wd trim, you are very lucky to have 4 years of RT production in USA!!

Nope, that's JDM EF5
We only got two types:
EE1 GL (D14A1)
EE4 4WD (D16A7)
And only two types of Mk1 too IIRC.

Yep... EY3 is the chassis code for the Wagovan.
ive never heard of an EY3 before. google returns 0 results also.
