Headliner / Rear View Mirror Cap Removal

Hello,
I am replacing the headliner on my 88 wagon and got snagged on the rear view mirror. My sneaking suspicion is that when my windshield was replaced, the plastic over the rear mirror was glued back on. If not then, it was somewhere down the line... I am under the impression it should simply pop off with some love & patience but this one wont budge. I've tried wedging a flat head screwdriver, and even strong twine wrapped around the back and pulled.. Any ideas without destroying everything in the process?
Also installing the oem roof rack that needs to be bolted into the roof. Drilling holes is necessary

Next time search more. There are tons of information and pretty much everything has been tried by someone on here.
