I am planning on powder coating the stock white rims. But is it possible to preserve that black trim that is around the holes? Is it possible? Or should I just hand paint it black after powder coating?

Are you doing the powercoating yourself? If so you could probably take the time to mask it properly, the information is out there on doing that so search around. If by "I'm planning on powder coating" you mean "I plan on getting them powder coated" then I would paint it black afterwards as any shop is going to give you a shit look or they're going to charge you out the nose for something like that.
Unless you have some decent people who really take pride in their work. Most powdercoating shops around here, if you're not doing work on a harley or big block chevy they likely think you're a poof.
Yea I am going to have a shop media blast the rims then powder coat it. I think I will just spend the time hand painting the trim since it will be cheaper anyhow. I have used my local shop before to powder coat bicycle parts, and they are nice people...no attitude from them.
