Tow hook removal

I am trying install a full race traction bar which mounts to my stock tow hook bolt holes. I manage to remove all three bolts on one side, and I got two bolts off on the other side with ease. The third bolt just keeps spinning and won't back out. Someone told me there are nuts behind there, but there is no way for me to get access to see if anyone. What can I do?

    try putting a pry bar behind the tow hook and pry while you undo the bolt, sometimes the pressure will be enough to let the bolt come out.

    Yeah I was trying to do that. When I pryed on the tow hook, and tried to spin the nut it was much harder to spin, but still would not back out.

    Any idea of there is a nut holding it on?
