Need help BAD

Setup background: B18A1 block, JDM Type R pistons, 22 teeth water pump, Gates Racing Timing Belt, 98 GSR oil pump, OEM gaskets, ACL Race Bearings, GSR head w/ B16 cams, Skunk2 intake manifold with Skunk2 Thottle Body.
Problem: Cannot adjust intake valves. Exhaust valves adjust fine.
Already tried swapping both intake and exhaust valves from running motor, with no luck on issue. None of the feeler gauges fit even with jam nut loose and adjusting screw completely loose. Only intake side has this issue.
Any suggestions?
