rear license plate garnish removal?

Hello guys, I am having one hell of a time removing this. I found out that all 4 of the top bolts are seized up,and tried a bunch of shit to remove them,but nothings working. I will get them eventually. Also there is a black bolt thingy in the middle of this plastic garnish. How do I remove this,i've been trying for some time now with no luck,and don't want to break anything. I've tryed search on here,youtube and on the net but no luck at all.

    Once you get those screw out, pull out from the top of the garnish and up. This should allow it to slide out of that center clip. Don't pull outward too much or clip will break.
