Rust problem - snapped bolts! How to solve?

I should start a build thread, yes I know
However, I am doing a full rebuild of the suspension and all of the parts connected to the undercarriage. I somehow managed to took everything off and took the parts to a machine shop to get me new bushings.
The problem is, I live in Europe and our stupid country is salting the roads in the winter, so everything rusts. A lot.
I was having biiiiig problems with unbolting stuff. So I snapped some bolts. The biggest pain in the ass is the bolts that hold the big bushings on the rear trailing arm. Link here:http://i1024.photobucket.com/albums/y302/powerful03/DSC01249.jpg
So. What to do now? I am a bit desperate, yesterday I was drilling the snapped bolt of the camber arm in the back and my drill bit literally exploded. And that was the easy part to drill and I still needed an hour or so. Still didn't manage to get everything out.
I don't know what to do now. I was thinking...what if I weld a threaded rod onto the existing snapped bolt? Would this be strong enough? This is the easiest solution. I am scared that if I start to drill, I would need probably few hours and then if i drill the threads I am also fcuked. The other option is to open the chassis and somehow get the remaining bolt out, but I don't really want to cut the chassis.:|
