Fuse box issues

Hey so I've got a couple problems with my 1989 Civic wagon RT4WD.
First off, my fuse box seems to be getting damp/wet which is causing some shorting. I can hear water being heated up and evaporating( even some steam at points ). Also, the other day my car wouldn't start. So I did some digging and my battery was totally dead. Got a new battery, and when I connect it, my starter relay( little black box under the dash ) starts going off like crazy. Also the Battery light, e-brake light, and check engine light start flashing regardless if the car is on or not. There is also a ticking noise from under the hood.
I've tried to locate the leak, but haven't really seen anything out of the ordinary. But I know that its there somewhere, as one day I got in, started it up (this was before the problems) and what felt like a bucket of water dumped all over my feet. Also cannot find the A/C drain hose to check to see if Its clogged as I've got some major condensation.
1) Fuse box wet and starter relay going wacky?
