RT4WD won't shift

The clutch actuates fine. The shifter feels fine when engaging Low or 2nd gear but will not engage any of the other gears. The shifter feels like it's in neutral, like its not engaging the slot for any of the other gears.

I don't have any experience with repairing this transmission but I'm guessing it may be the cables.

Thoughts? Guidance?
