Help with passing California smog?

I just cant get her to pass Ca smog. Ive drivin this car all winter and never got pulled over  The car runs great and has a ton of miles. The smog tech claims that my car has so many miles and the carbon buildup in the engine wont let it pass. He told me I should register it in Nevada LOL.. So far Ive gone through the whole cooling system, full tune up, adjusted the valves, timing chain, main relay....and the cat looks newish... Any help on what I should do next would be much appreciated... This is my winter 4x4 so Ill be riding a ten speed untill I can register it or the snow flies. I have some time and a garage to work... I just really want to smog the car and register it for next winter...
Here are the smog results....

Have you tried Sea Foam fuel treatment? Worked for me.

Get a 16oz bottle of Sea Foam, enough oil for a change, and an oil filter. first thing in the morning dump one third of the bottle in the crank case and another third in the gas tank, drive it around for 10-20 minutes depending how cold it is where you live and how long it takes for your wagon to get to driving temp. When the wagon is up to driving temp. return home leaving the car running, take off the hose to PCV and while reving the motor slowly pore another third into that hose you removed. this will get the Sea Foam deep into the motor. Get off the throttle and let the wagon idle for a couple of minutes and then turn it off.
Change your oil and filter. Fill up the wagon with 91 and the other bottle of Sea Foam. Schedule a SMOG test, 30 min before the test get on the freeway for 20 min and floor it. This will burn out the carbon build up and get your cat nice and hot. Go to the SMOG and pass your test.
My wagon had over 250k on the motor and had been sitting for over a year and I passed. Also check Youtube for more instructions using Sea Foam.

    Good luck.

A couple things I can see. First off, you failed a functional EGR test. You need to fix that first because even if the tailpipe emission is good, you'll still fail the functional part of the test. Second, your HC (hydrocarbons) is high at idle and above passing average at 2500rpm, which is raw fuel. You're running a bit rich. Assuming your Oxygen sensor is working properly, you may have an exhaust leak somewhere based on the O2 readings at idle and 2500rpm. O2 readings should be pretty close to zero, CO2 readings usually around 14%. You could try the seafoam as carbon buildup in the combustion chamber could cause marginally failing readings also. If your NOx was tested, you'd have a better idea if you have some extra carbon buildup. But you must live in a small county where they don't do a 5gas test because I don't see NOx on the scan.

Looks like it failed on ignition timing not egr. Why does it say 99btdc? Theese cars don't have an egr do they?

thanks guys, I have not tried the seafoam... I kinda figured I may have to replace the exhast from the cat back. (Muffler is rusty and probably some holes...) I think I definitly want to get this right next time (It costs me 52 bucks to smog this thing in Tahoe and It Failed) Where is the EGR valve exactly? Looks like I got some reaserch to do after work

You are correct! I read that wrong, sorry. If timing is way off, then set it to specs, on a Honda usually you can be +/- 2 degrees. And I couldn't even see the 99 down there! That must be a typo. I think some automatic civics in California came with EGR valves, but not 100% on that.
