Boost issue =/ Help please

hopefully someone here can offer some ideas....
my build
a6 block with z6 head
stock length golden eagle rods
cp pistons
.53 trim garrett t3/t4 turbo
hks electric boost controller
2" ic piping welded only 5 rubber couplings
It all started yesterday morning when I started my car after sitting for a day (and ill add it ran fine the last time it was out with no weird issues). Prior to me parking it, I had the exhaust uncorked for about 3 days and when i corked the exhaust back up it still worked fine until yesterday.... Anyways, I got in the car and after it was warm i noticed it was only allowing me to build around 5 psi of boost. I instantly looked to my boost controller (which i have to turn down when the exhaust is open as it likes to build more boost) it was right around 1/3 of the way max which is where it normally is. I turned the controller off, because this would utilize the 7 lb spring in it and i was only around 4 pounds of boost. so i turned the controller back on and cranked it up gradually. When it was on max the car would only build 7 psi of boost and even that feels sluggish.
I checked the turbo and it spun easily with little to no shaft play, then i looked into all of the piping and didnt find any leaks.. I dont know what else it could be as the car runs just like normal it just wont build boost.
Any ideas are appreciated.
