water in my spark plug holes

So I just put the new radiator in today. As well as a new battery and hooked up the starter.
Tried turning her over but nothing.
So I listened for my fuel pump after turning key. Nothing.
Then I checked the spark plugs. There's water and white residue inside the last 3 plug holes.
Granted there was no hood on it before I bought it so water "could" have gotten in but the one that's clean has no sign of water..
im guessing its a headgasket.

Im also gonna try to drop my tank an clean the contacts off and empty the tank of all that bad gas.
Im also going to change the fuel filter on the firewall. Is that the only fuel filter? There's alot of rust and corrosion everywhere due to the fact THE boneheads left the hood in the hatch. Grr..
I should also replace the dizzy. It had a ton of corrosion and oxodized powdr inside it when I pulled. The cap points were solid green..
so I replaced the main relay. still nothing. there is NO spark, NO fuel, ecu is dead (no blinks at all) the check engine light comes on and stays on. the relay doesnt click.
Im troubleshooting the best I can but its starting to stump me...
all this money im putting into this engine seems silly to me. should I see it though or save and swap?
I guess the choice is mine..
my idea is:
1. replace ecu, distributor, fuel pump. anything Im missing?
this is not common on Honda, but very common on older Toyota's so it very well could be your ECU is fried.
Yeah see that's my dillema. I feellike no matter what I do it wont solve my issue. It is starting to seem as if I need to fix all the corrosion... fuuuuuun.

SOOOO...
ONE WORD: #14 10a fuse. (Alternator solenoid valve )
I checked my fuses underneath the dash and saw that this one was blown, so I replaced it and waddyaknow?! the MR and ECU clink and blink for one sec.
so I unplugged the MR and put in another fuse, didnt blow.
ANNNNNNND since the only load going through the MR is the fuel pump I have "good feeling" that the pump needs replaced. I didnt have jack stands so I will check the power to the pump and go from there. if theres power to the pump Ill be happy. one thing "almost down" finding the #14 blown fuse was such a relief. I am replacing the alt, dizzy, and starter just because they are in need of replacing anyway. probably needs a new harness as well since it was exposed to the elements for so long.
wish I could pull pump from under the seat but alas, such is life in the fwd world.
BUT Im getting closer. thank you guys for all your help! SERIOUSLY. I WILL get this beast moving.
Thanks guys. Fyi: all three were in dire need of replacing (dead) But once the new dizzy went in it fired up like it had never stopped running.
Only "issue" I have is my throttle cable sticks and I have to use my toe to pull the pedal back. It sits at about 15k roms intermittently. Annoying is as hell, But besides that its great. Took it to get the oil changed and the guy underneath said it was mechanically sound from where he stood, nothing needed replaced. No leaks etc.
