i got the car with a blown head. rebuild head and got it running. my ignition timing is off cuz its 36degrees. what could be the problem??? different pulley, timing belt, or what?? can some body school me on this... what pulley should i have on this rt 4wd wagon!

wrong pulley or timing belt cover.
loosen the tensioner
line the crank pulley up (or better yet, remove it and use the TDC mark on the oil pump and crank timing belt cog) to TDC
turn the cam to TDC
slide the belt on
tension the belt according to the factory service manual (aka rotate the cam three teeth) and tighten the tensioner bolt.
turn it over to make sure ur in time.
its really that easy.
to set the cam to TDC on an 89-95 D16 you need to use the 7 o'clock mark on the inner timing cover on the head.
just look at the picture you posted, for Si's (D16A6's which is what an RT wagon has) you need to line up the mark on the cover with the cam gear.
he did not say cam pulley isn't lining up with the inner cover. My guess is that he's lining up the cam pulley at the 7 o'clock position, putting on the lower timing cover, reinstalling the CRANK pulley and bolt and seeing that the CRANK pulley isn't lining up with the marks.
