2 front bumper questions

Hello all.

First off, I have tried searching, but right now I am having trouble with the search features of the site and have already been talking to Haydz to troubleshoot the issues I am having... so please don't just say 'use the search' button. Secondly, I plan on ordering a Helm's tomorrow, but in the meantime, I want to start working on the car... so please know that I am a firm believer in factory manuals... I just don't have one yet. Onto the questions...

Question 1

On the bumper, there are 5 tabs that run the width of the air opening that are not cutout. There is a note that says to cut them out if a/c is equipped and mine is equipped with a/c. Each one is numbered as seen in the pictures below, 1/5, 2/5, 3/5, 4/5 and 5/5. I assume this needs to be trimmed out, but I am somewhat suprised that it was not done with the Honda dealer installed the a/c. Has anyone done this before and noticed a difference?

Question 2

How do you seperate the front bumper from the bumper beam? The screws that seem obvious are being blocked so that I cannot get a screwdriver in there. I am sure there is an obvious answer to this and I am just not seeing it. I removed the two trim pieces that run in that area, but that did not offer me any help. Here are some pics of the screws I am talking about.

    1) I've never noticed that note on the bumper- maybe all of mine have been cut out, or maybe I just wasn't paying attention. I'll have to check that.

    2) pull those tabs straight back from the screws. They are wedge-type clips that hold the bumper filler on. Once the filler is off, then you can remove the screws holding the bumper cover.

    Sorry, I fixed my question... it was question 1 that I was hoping to hear back about.

    I went out and polled the 4 bumpers in my yard- all 3 of the ones on cars were missing those flaps. The spare one I have still has them intact. I don't recall whether the car I took the spare from had AC, but it probably did.
    I think what we're seeing is a case of technician error or plain laziness. All 4th generation Civic AC units were dealer-installed options, and 2 different guys have told me how they used to drink beer and do them after hours for flatrate...
