Help with blower fan

My blower fan on my 90 wagon only works when i set it to the 3rd or 4th level.
the 1st and 2nd doesn't work. Do I need to replace my blower fan or maybe my climate control unit? Everything else like heat and the vents work fine.

i just took the coil out, re-soldered on 3 new springs, job done

u can do that or go to the junk yard and just take the heat resistor from another 88-91 civic ef... thats what i did... i only paid 5 bucks for mines...
