Engine cooling

My 1991 w/manual transmission, no mods, seems to run very cool. In the 7 months I've owned it, I have never seen the gauge go above the 1/4 mark. If indeed that is below the desired water temp, I've heard that it is not good for the engine and efficiancy. Is that true? It had a coolant change about 5,000 miles ago, before I bought it, but I don't know if the thermostat was changed. What would you do? I live in CA and it will need to pass smog next year. The most recent test was close to failing so I'm a little worried about that. Thanks in advance for any help.

    Replace the thermostat and bleed the coolant.
    Gauge should sit between 1/3 and a bit below halfway.
