Need help! Suspension

There may be a thread on this and not sure. But I have searched and searched about what to get for my 89 wagon. Currently they are stock shocks with shitty eBay coil sleeves which ride like crap. I'm trying to stay working $500 for either a good cool over setup or a decent shock and coil sleeve. I was thinking about truhart with ground control but I don't know what this spring rating stuff is. I really appreciate anyone's opinion thanks in advance.
