Car won't start when I fill up my gas.

When i fill up my gas my car wont start on the first crank. I did some research and people said it might be my EVAP purge? Any thoughts on this. It starts on three to four cranks if I push my gas pedal down. Then if it does start, I have to rev it to 2000 rpm to burn some fuel before it idles low and dies again. But once it's going its ok and idles fine. Only when I fill up my gas it does this and doesn't start.
