2wd transmission quirk

89 2wd transmission shifts fine EXCEPT when I let off the gas and it slows down and hit the gas again, it kicks into a real low gear (like it doesn't know what gear to go in) then shifts back to appropriate gear. its real bad on hilly curvy roads with so much decel and accel. any ideas on whats going on?
