Collapsed pcv hose

To check pcv system, I pinched pcv hose. It collapsed and took more than 6sec to return to round shape although I rev up. Also, I found that there was black gunk inside of pcv hose and I cleaned up.
If collapsed pcv hose still takes more than 6 sec to return to original shape, does it mean whole pcv system (breather chamber or pcv box) clogged? I already replace pcv valve. Engine has vibration. Once I open oil cap while idling, oil jumped out everywhere.

My guess is unless you have done it in the time you have owned the car, it probably hasn't been done in years, if ever.

As I know, it hasn't replaced or cleaned at least over 10 years. If pcv hose takes more than 6 sec to return after pinching it, do I need to replace breather chamber or clean it? I already replaced pcv valve. Can clogged breather chamber cause poor mileage and engine vibration?
How can I clean breather chamber? Can I spray engine degreaser through hose?
