Looking for a Wagon in Vancouver, BC

Hello, everyone.
I was looking for an older car to teach my younger brother and cousin how to drive standard in when they get their drivers licenses next year. I figured I might as well pick something up that I could have fun with afterards. 8)
Anyway, it looks like a Civic Wagon is pretty hard to come by but I managed to find one at a used car dealership nearby. From photos the interior looks decent, but I am pretty sure the rear quarter panel is rusted out where it meets meets the back door.
How much would I be looking at to get that repaired? Any other common issues I should be on the lookout for?
I have a Mazda 3 as my daily driver, so not too concerned about downtime but I don't want something I'll be spending tons of time and money on to fix or keep running. Big concern is the rust and wanted to know your opinions on it.

Is this wagon red in color?

The way the search is going now, I may end up with a hatchback or a sedan.
According to RIV, the vehicle would need the following:
Recall clearance letter
The vehicle must bear a manufacturer's valid U.S. Statement of Compliance (SOC) label at the time of import.
Valid alpha-numeric 17-digit vehicle identification number (VIN)
Metric speedometer and odometer labels (provided by inspection centre)
Daytime running lights
Child restraint tether anchorage hardware kit
Child restraint tether anchorage point locations (see Transport Canada’s List of Vehicles Admissible from the United States)
French supplementary restraint system label for airbags that require periodic maintenance
Air bag equipped vehicles are required to have functioning air bags at the time of inspection.
If the Gross Vehicle Weight Rating (GVWR) of the vehicle is less than 10,000 lbs. and the manufacture date is after September 1, 2007, it must be equipped with an electronic immobilizer system that meets Canada Motor Vehicle Safety Standard (CMVSS) 114.
Clearance letter would require some looking around I am guessing, unless the owner already has this paperwork.
DRLs can be added pretty easily.
Inspections can be done at Canadian Tire last I heard, except I've never imported a vehicle before.

Any more info on this car in Seattle? I think I found the ad on CL, but 3g's for the car? Is that the going rate for these around Seattle? Seems a little steep for a 20 year old car.
