D16A Vtec Motor with a P08 ecu, stuttering problem

So I cant figure this out for the life of me and it's probably really simple. My car though stutters slightly anywhere from 3000 to 4000 rpms unless I floor it. I thought it was the tps at first so i changed it and it still is doing it. BTW I am also obd1 now and only have one check engine light for my o2 being messed up.

Anyone have any clue?
